This looks like it could totally be Rei after watching Minako go through a really intense battle and now Rei is trying to summon the courage to transform despite whatever just transpired

Now that you bring that up, I could see this being a continuation of Rei’s complete breakdown after Minako dies in PGSM. First she transforms and works out her aggression on some monsters, and then there’s at least a moment where she realizes she has to go on without Minako. And that hurts so much she almost can’t do it.
She does of course because she can practically hear Minako lecturing her about the mission from beyond the grave like, I get it Minako, sacred duty blahblahblah, can you give me a second to get my shit together before your ghost is hounding my ass?
